[amsat-bb] JAMSAT Five Stars Award Rule update

"f.QSL is accepted by traditional paper QSL card. In addition to it,
electric QSL with used satellite information, such as eQSL.cc can be
accepted. LoTW can not accepted because it doesn’t have satellite
information."

LoTW does have satellite information in the contact confirmation. EQSL.cc
is rarely used by US Hams, or at least not the preferred method.
