[amsat-bb] Zhou Enlai (HA 1) downlink active

Since it was thought to be dead from launch, it never got added into
the amateur.txt or cubesats.txt file in CelesTrak nor did it make it
into the AMSAT Keps distribution. If it is active, we can have it
added to the AMSAT distribution.
Until then, you'd need to manually grab the keps from Space Track.
