The "output voltage" is, I believe, what is sent out of the DIN connector
to the computer controller.  So you adjust that so that the computer
controller (for example the AMSAT LVB controller) reads correctly.  The
Full Scale adjustment, of course adjusts the meter on the G5500 control box.

One problem that I had was that the feedback wire from the rotator to the
control box got broken, so it always showed 0.  And if you tried to move it
with the LVB controller, it just went all the way (and remember the
elevation CAN go 180 and the azimuth can actually go 450 degrees.

If the needle is not moving for some time, that sounds like one of those
pots needs adjusting.  Actually, though, if it hits 0 degrees before the
antenna is that low, you might need to adjust the screw on the meter
itself.  I think that adjusts the 0 point and the pot on the back adjusts
the full scale point.
