Bob Bruninga reminded me that I was confusing the solution to two 
different problems.  The squelch needs to be off in APRS and Packet 
modes in order for transmit (not receive) to function properly.  Battery 
Saver mode should be off, otherwise APRS packet decoding is likely to 
suffer, and there are several mentions in the Kenwood documentation 
about this.
