[amsat-bb] Potential 23cm FM transmitter

I had a brief email exchange with Bas PE1JPD. He confirms the step size is indeed 25KHz but is investigating how to produce a 5KHz step.
He has been quick to respond, and I would encourage anyone who has questions to review his site and ask questions via email to him.
