[amsat-bb] Maintenance depot or individual to repair an ICOM IC-821

Hello,

A fellow ham in my radio club has an ICOM IC-821 that has developed
a problem.  The transmit power on 2M has dropped from its nominal 45 Watts
to 18 Watts.  He has already attempted to obtain service through ICOM and
some other repair services without success.  Is anyone aware of a repair
outlet or an individual that is knowledgeable of the IC-821 in order to
perform repairs?
