Mac,
I also recommend MTS. I had some issues with my IC-821, including low
output power. I called Scott and he made a series of suggestions that
solved my problems.
For the low output power, check the SWR. The IC-821 will detect high SWR
and reduce the output to save the finals. Fix the SWR and the RF power
returns.
