[amsat-bb] Nice L band pass

Nice 30 degree max pass over Vermont starting about 1415 UTC.

I had about 3-4 minutes of no one in the passband, so did a bit more 
fine tuning of frequency on L band. I was using +8.5 kHz. SATPC32 was 
doing the calculations.

I reduced power to 1 watt and found best frequency was about 0.5-1 kHz 
higher. So I've set Doppler.sqf to use +9 kHz. We'll see how it goes on 
the next pass.
