[amsat-bb] TY 6 identified and some info on PICSAT

Detailed doppler measurements show that TianYi 6 (TY 6) is object
43158, 2018-008D. TY 6 is a payload in the satellite QuanTuTong 1
(QTT 1).

The TLEs for PICSAT have not been stable since February 14.
New doppler measurements show that PICSAT is now object 43132,
2018-004X. But its separation from object 43133 is only a few seconds.

The FM repeater in PICSAT has been tested and appears to work well.
