[amsat-bb] Catalog number for CAS 2T has been changed

All,

Initially the TLE set for CAS 2T was linked to object 41845.
But in the 18SPCS Satellite Catalog that ID was assigned to another
satellite. Now they have corrected this by swapping TLE sets with
catalog number 41847.

After the TLE swap, new doppler measurements confirm that CAS 2T
is now object 41847 (2016-066G). The payloads CAS 2 T and KS 1Q
remain attached to the CZ 11 fourth stage.

CAS 2T telemetry downlink: 435.710 MHz.
