[amsat-bb] Someone is messign up the PSAT feed

Someone is generating pseudo packets for PSAT and they are jamming up the
PSAT downlink capture site.

That site is our main source of telemetry for command  and control.  We
cannot have it cluttered with these false packets.

Right now, there is not a single live packet from PSAT.  It  is all an hour
of junk from someone's app acting like PSAT... and pushing all our
telemetry off the page.
