[amsat-bb] Fox Tlm with FC dongle

If all of the parameters are greyed out, including LNA and Mixer Gain, then
something else has opened the connection to the Dongle and FoxTelem can't
read the parameters or set them.  FoxTelem will still read the audio from
the dongle because it is a different interface.  This allows you to have
multiple programs all reading from the same dongle, but only one can open
the connection and control it.

If LNA/Mixer gain are not greyed out and the filter is set to an odd value,
then something in the dongle has gone funny, as Mark said.  Un-plug and
re-plug should be enough, but his more extensive procedure should surely
work.
