[amsat-bb] Updated Fox-1D Preliminary TLEs

I have just discovered that individual files are still accessible on
the AMSAT website. The Getting Ready for Fox-1D PDF is available at

Please note that the TLEs in that document are now outdated, please
use the TLEs in the previous post.
