[amsat-bb] foxtelem tracking TLE updates

Can anyone enlighten me about how foxtelem updates it's keps? I was
attempting to get fox1D tracking enabled, and wound up just pasting the TLE
from nasabare.txt into a FOX4.tle file, and that worked.

However, in the meantime I noticed that the keps for both AO-85 and AO-91
were badly out of date in their respective FOX1.tle and FOX2.tle files. I
understand that foxtelem is supposed to download nasabare.txt and then copy
current info into those *.tle files.

How do I make it update the keps?
