Bob,

I use PVC water resistant junction boxes that have a gasket on the 
lid.   They make them in a bunch of sizes, but here is an example:

These make a good starting point.  You'd want to add a drain hose and 
some water-resistant cable entry/strain relief fitting to the bottom.

You can also find water-tight strain relief fittings for passing cables 
into the box, though these fittings are quite pricey:
