 A couple of things come to mind -  
- the install icon on the desktop is just a shortcut, try setting the EXE file to run as admin,  
- but Installing it a sub-folder other than the standard Program Files folder will eliminate the need to run as admin.

Yes, it works fine under Win10.  Did you actually extract the installation file before trying the install?  The file needs to be decompressed before installing...having the OS allow you to view a file is nice, but it sometimes creates issues.

That's my guess, anyhow!
