[amsat-bb] IC-9100 USB driver issues with WIN10 PRO ver 1803

I have seen MS suggesting restarting the PC for a lot issues these days, even for Win10.  Based on that observation, have you tried unplugging every thing and restarting the laptop and plugging only the 9100 back ? 
Just a thought.

I'm having an issue with the USB drivers for my IC-9100 WIN10 1803 setup
that I'm setting up for FD. Odd thing is I have it working on other  WIN10
PC's running 1803. Is anyone having the same issue? I'm trying to setup an
HP Spectre PRO x360 G1 i7 laptop.  I've tried all the fixes online and none
seem to work.
