[amsat-bb] AO-92 is in L/v as of 0143Z 10Jun

I'd like to run L for part of the weekend, but it will have to be the first
half. I can't commit to an exact time for the change, but will probably try
Friday evening. If you have L capability, this is the way to an easy 100
points.
