[amsat-bb] Zhou Enlai (HA 1) downlink active

We are glad to confirm, with observations at SatNOGS, the drifted
frequency of the telemetry transmitter as it was reported from Nico PA0DLO.

>From our results, we have calculated that the transmission is around
437.644MHz. We have added a new transmitter for this frequency and we
are waiting the first results to confirm it.
