[amsat-bb] Doppler.sqf File Correction.

In lieu of the earlier discussion concerning errors in the Doppler.SFQ
information reported in this weeks ANS here is the corrected
information. I hope.

Copy and paste the following lines into the "Doppler.SQF" folder:
