[amsat-bb] AO-92 Ops this week

Don't be discouraged by the last set of hurricane pictures.  We were
unlucky and the spacecraft was unstable.  See my analysis here:

Right now the spacecraft is stable and we *should* get a better set of
pictures.  So if you can copy high speed telemetry, please point your
antennae at AO-92 and try to decode an image line or two.  Any single line
is helpful as we stitch the whole photo back together on the server.
