[amsat-bb] ICESat-2 (ELaNa-XVIII -18) CubeSats freq & TLEs

Hey Ryan,

Not 100% confirmed yet but in this satnogs observation[1] we managed to
decode DAVE.

Running the audio through direwolf, we've seen "WI2XNR-1" on headers
which is the callsign of California Polytechnic State University
according to this pdf[2].

Also in this observation[3] we probably got ELFIN-A around 250s but
without decoding is hard to tell.
