[amsat-bb] New Telemetry Decoder for FalconSat-3

I fixed the issue.  Download the new version at the usual place or directly
here:
http://www.g0kla.com/pacsat/PacSatGround_v0.22.zip

This just corrects the problem on some versions of Java.  It also fixes
some issues with small fonts on high DPI displays.  Let me know if there is
any issues with font sizes.
