So, on a Kenwood TH-D74 it would be Menu, APRS, Basic Settings, Status
Text, Enter (use up/dn to pick the one you want first), then the Down
arrow to move from Rate to the Text, and Enter to edit.  Hit Enter to
finish the editing, then Menu to clear all the way out.

I presume you'd want a Tx Rate of 1/1, in order to improve your chances
:).  Default is 1/4.
