The downlink might not be on our microwave bands, but it is microwave
and receivable by hams and thus would encourage people to build
microwave antennas.

FWIW I don't think new hams would be served well to try to operate
microwave sats right off the bat unless they have a lot of existing
relevant technical knowledge/skill or at least determination and
patience.
