[amsat-bb] Echostar 9 test cards

Perhaps the "mission statement" on the mailing list page should be updated.

Right now it states:  "The purpose of this mailing list is to provide a
forum for general discussion of any satellite-related topic."

Making things more clear might clean things up and also eliminate the
incessant "gatekeeping" which is arguably much more annoying than off-topic
posts.
