[amsat-bb] Friends of 50 Award

We were contemplating two methods of creating the certificate. The first 
was to do it on a laser or inkjet and send them right out. The second 
was to wait until the end of December, see how many applied and then 
print certificates. We have chosen to print on a laser and those that 
have submitted and paid for the award already will have their 
certificates go out shortly.
