[amsat-bb] ISS reception

Bird-BT, Bird-PH, & Bird-MY were hoped to have 1200 baud digipeaters on
145.825, but since deployment they have only beaconed and at least so far
have not responded to uplinks addressed to any of the addresses you listed
nor anything else that's been tried.
