The main thing that we need is a launch vehicle. Once we find a ride to orbit,
everything else will follow...

AMSAT has pitched the emergency communications angle to FEMA and other
agencies, so far none have bitten on it.

The fear that the USSR would get to the Moon first was a powerful motivation
for Apollo, one that convinced the US Congress to commit up to 4% of the
national budget. I'm afraid that AMSAT does not have the capability to inspire
that level of fear.
