Are you aware of GOLF? [1]
It is about getting to a "higher orbit, whether LEO, MEO, HEO, or
GEO." It sounds like it has a lot of challenges, but this is already a
goal AMSAT has declared.
I am assuming HEO or GEO would require a more challenging setup.
