[amsat-bb] Doppler adjustment proper procedure question

On the official ARRL VHF/UHF info sheet

 they suggest that for satellite QSOs operators should only adjust their
receive frequency regardless of whether it is VHF or UHF. I thought
standard procedure was to adjust the higher frequency whether it is
transmit or receive.
