[amsat-bb] Correct up-link frequency for PO-101 (Diwata-2)

 I've used 437.500 as the center uplink frequency on the three PO-101 passes that I've worked to date. On all passes, I was able to get into the bird with 5W or less. On the second pass, I had the bird all to myself, and I was able to get in well with 0.5W, at least with no competition.
