[amsat-bb] uplink offset tracking issue

on sat 32pc
using ft817 downlink and ic7100 uplink.

can not get the frequency correction to change and bring uplink onto the downlink  for SSB sats.

reading the sat32 instructions is confusing but still unable to make change. 
My offset for the uplink is at -8.135 and downlink 2.803. This results in my uplink being way up the band from the downlink station.

Any guidance would be great.
