[amsat-bb] Logging on LoTW

I think the most obvious answer is that people aren’t logging the /P. When
I operate CONUS I often affix the call area to distinguish that I’m outside
of Alaska so AL6D/W4 etc, but I usually upload with both AL6D (USA DXCC)
and AL6D/W4 to prevent this issue (and I see many QSLs for both).
