[amsat-bb] Ic-7100 and satpc32

I asked this question a few months ago and was told Satpc32 and a 7100 will
work fine together.  What I was most concerned about when I asked was
whether Satpc32 could adjust the 7100's transmit frequency while
transmitting,  and it turns out it can.

You can't do this with  Yaesu, i.e., Satpc32 cannot adjust the transmit
freq while transmitting, so Satpc32 will wait until the rig is not
transmitting and then make the adjustment.
