[amsat-bb] Excel to ADIF

I did some stuff like this a few years ago - It's not directly from xls to
adif, but rather csv to adif, so should be able to work with excel or
really any spreadsheet. Details are here:

It's just a basic perl script, but pretty flexible and I built it around
satellite contacts specifically.
