[amsat-bb] FoxTelem 1.09 released

I installed FoxTelem 1.09 on a windows PC.  When I launch the application the error message “Could not write spacecraft user properties file.  Check permission on run directory or on the file.”  Don’t know how to fix this error message.  Thanks for guidance.
