[amsat-bb] FoxTelem bug fix release 1.08y

If you are looking at the server data from HuskySat then there is a bug
that prevents it from being downloaded.  This release fixes that.  It also
prevents a couple of crashes that have been reported.

If you know what you are doing, then you only need the jar file and can
copy that into your 1.08w installation.
