AO-85 and a couple of others are not available in the normal distributions. AMSAT keeps its own archives:

Toward the bottom you can get the Keps for AO-85 in approximately weekly intervals.

<I looked it up by Norad ID. From what i know its TLE are opennly
<distrobuted by space tracked because it went up with some military stuff.
