I went through some SatNogs observations for UO-11 that had positive
decodes, and 100% of the ones I looked at had either false positives due to
the ISS digipeater RF-Bombing the pass, or they just had gibberish decodes
of noise.    There are also a few observations that seem to have very
noticeable signals - but no decodes.
