[amsat-bb] Setting Up a Single FT-817ND for Satpc32 CAT Control

I spent this afternoon reading through the Satpc32 documentation and
compiling information and understanding on how to perform CAT control of a
single FT817ND. Charlie N3CRT helped me get oriented and setup with Doppler
updates so I will publish a how to on that topic as well. Anyways hope
these steps help someone in the future. If I missed anything then send me a
private note and I’ll update the article
