[amsat-bb] driver help

This site has the ancient drivers that pre-date the "you're not running 
a genuine prolific cable" test:

I have the 3.2.0.0 drivers working on a Win7 and Win10 box.

Keep in mind that these are old drivers, no updates offered, sometimes 
windows update might overwrite them when a microsoft update is perhaps 
being "too helpful".
