[amsat-bb] DOSAAF-85 transponder activation

I thought it was reported to be attached to the booster rocket, which
would represent a fairly significant source of drag. But, at that
altitude, it should take a while to come down.
Here's hoping for a long active life!

p.s. BTW, object 44909 shows as satellite "BREEZE-KM R/B" in gPredict,
from Celestrak's data.
