[amsat-bb] Huskysat in safe mode

Safe mode varies from satellite to satellite.  In general, safe mode is designed to protect the satellite and its batteries from harm by turning off the transponder, most payloads, and any unnecessary power consumption.  

The satellite will typically be listening for commands from a control station and may periodically transmit telemetry that allow the controllers to determine the status of the satellite systems and diagnose problems.
