[amsat-bb] AMSAT website down?

I never got to a root cause of the problem, and the restart the Apache daemon  and chalk it up to a transient error worked for only a short time.    Service is back up for the moment, but clearly we are not working a transient issue, so there is every reason to believe we will have trouble again soon unless I can find the root cause.
