[sarex] What's up with AO-51?

Observations from AO-51 passes on 9/19 and 9/20:

1. Do others sense that AO-51 V/U is currently
weaker on downlink that it normally was when
in the usual medium power mode (not comparing to
the recent high-power mode)?

2. Are others hearing a "buzz/fuzz/hash" on the AO-51
downlink signal?

3. If so, does anyone understand what's going on?
