I was told once that TDRS 3/TDZ, at ZOE, is not used for STS/ISS
operations, except during emergencies. I can't remember if it was because
the limitation due to TDRS 3 or if Guam was not setup for STS/ISS
operations. Originally TDRS 3 was placed at ZOE to support the Compton
satellite.
