Darren,
The ISS cross-band is usually 145.800 MHz down and 437.800 MHz up. Of
course that doesn't meant that it can't be something else.
I note however, that 145.990 MHz x 3 is 437.970 MHz. Could you be
hearing the 3rd harmonic of your own TX?
