However, that is not the issue at all.
It's not a matter of deadwood...

It's more a matter of the natural cycle of progression.

It's the process of insuring that a continuing line of new, young, and ever
more capable people can continue to provide an effective supply of crew
members.  Just like military or corporate life - stagnate staffs eventually
lead to an organizational disaster...

It's the primary reason why senior military commanders who have failed to
make promotion two passes in a row ('passed over') are expected to retire..
each successive layer in the command structure pyramid is narrower than the
one below it!

We do constantly need a crop of 20 somethings to fly the aircraft and lead
troops into battle.  Something us old-timers loose the ability to do with
age.  At age 25, I could fly 9G 360 degree turns and remain conscious.
Today, a 6G 180 degree turn brings on the start of 'gray-out'..
