Historically, we adjust the higher frequency, because it is affected by
doppler the most.  In mode A and mode B that would be the transmit.  In mode
J or mode U/S that would be the receive.  Adjusting both to keep the same
frequency at the satellite would be ideal, but requires that kind of control
at both ends.  As a good rule of thumb - do what ever is required to work
the other guy!
